Bicycle and Pedestrian Planning
2004 Regional Bicycle and Pedestrian Plan:
In 2004, the
Virginia
Department of Transportation (VDOT) provided funds for conducting a Richmond
Regional Bicycle and Pedestrian Plan. A VDOT consultant conducted the study while VDOT
acted as project manager. The study involved the RRPDC, VDOT, area local
governments and citizen interest groups and organizations.
The end
result of the study was a detailed plan for enhancing bicycle and pedestrian
options in
the Region. The
completed plan was accepted by the MPO as a study, leaving it up to area
localities to adopt the plan or to incorporate its elements into their
comprehensive plans. New Kent County has done both, and the
MPO has incorporated elements of the plan in to the Bicycle and Pedestrian
element of its 2031 Long-Range Transportation Plan (LRTP)
In the spring of 2009, the MPO revised its work
program to begin work on updating the 2004 bike/ped plan. This work
includes identifying opportunities for implementation of plan recommendations,
projects and programs; to develop a database of planned , signed and designated
bicycle routes and facilities; and to provide staff assistance to the Capital
Region Greenway Group, an ad-hoc group dedicated to promotion and developing
greenways in the Region.

Greenway
Planning:
RRPDC
staff provided assistance to the Capital Region Greenway Group, a now defunct ad
hoc advocacy group. Staff had created
concept maps of many proposed greenways in the greater Richmond area. In
particular, staff worked the the City of Richmond Parks and Recreation
Department and other advocacy groups to provide maps of a network of greenways
that could link to the James River Park system and the Virginia Capital Trail
from points all over the City. Staff also worked with Richmond City
Councilman Doug Conner to map and promote the James River Branch Trail.
The work that
RRPDC staff completed was then incorporated into the
plan for the City of Richmond Mayor's Pedestrian, Bicycle and Trails
Commission. Each greenway mapped is now an adopted component of that plan.
Efforts to implement the greenways are currently underway within the city.
