The Virginia Department of Transportation (VDOT) provided funds for conducting the Richmond Regional Bicycle and Pedestrian Plan.  A VDOT consultant conducted this study while VDOT was the study project manager.

The end result of this study was a detailed draft plan for each participating jurisdiction that it could be considered for adoption as part of its comprehensive plan and considered for insertion in the region’s long-range transportation plan (LRTP) as part of the LRTP Bicycle and Pedestrian element.  The study involved the RRPDC, VDOT, area local governments, and FHWA.

Work on this plan was conducted through a Richmond Area MPO (RAMPO) special purpose study advisory committee of local government representatives and other groups and organizations.  (RAMPO action established the committee on November 9, 2001.)  The detailed study scope of work was set up through and approved by the study advisory committee (approved with modifications as discussed at the committee’s March 9, 2001 meeting).  Work on the study was initiated by the VDOT study consultant in December 2001, and continued into FY 03.
