Commerce Corridor

Transportation Connectivity, Accessibility and Economic Opportunity Study

Scope of Work

The study approach is multifaceted, beginning with assessment of existing conditions and deficiencies/needs identification and the development of an overall vision for the corridor. The study relies on input and guidance from an appointed Policy Advisory Committee and Technical Advisory Committee; these groups will meet at key points throughout the study to provide guidance to the consultant team. A final implementation plan/roadmap will clearly describe funding sources, strategies and responsible parties for implementation of each recommended infrastructure investment.

A general outline of tasks included in the Scope of Work are as follows:

2. Existing Deficiency and Needs Identification
3. Visioning
4. Market Opportunity Scenario Analysis and Future Needs Assessment
5. Needs Prioritization
6. Solution Identification
7. Assessment of Solutions
8. Identification of Short-, Medium-, & Long-Term Solutions
9. Implementation Plan/Roadmap

Committees

The study will rely on input and guidance from an appointed Policy Advisory Committee (PAC) and Technical Advisory Committee (TAC); these groups will meet at key points throughout the study to provide guidance to the consultant team. The committees include representatives from:

• Chesterfield County
• City of Richmond
• Commonwealth Transportation Board
• Port of Virginia
• Richmond Regional Transportation Planning Organization
• The Secretary of Transportation’s Office of Intermodal Planning and Investment
• Virginia Department of Transportation
• Virginia Department of Rail and Public Transportation
• Virginia Economic Development Partnership
• Virginia Office of Public-Private Partnerships

The PAC will provide input on high level policy direction, steering of the study and final review of deliverables. The TAC will be more deeply involved in needs identification methodologies, structuring future scenarios, and the implementation of modeling tools.

Both advisory groups will be involved in the identification of projects, developing a vision for the corridor and surrounding areas, and aid in development of a prioritized list of short-, medium-, and long-term infrastructure investments.
