2014 RRPDC Regional Legislative Positions

Each year, representatives of the governing bodies of the nine localities of the Richmond Region – collaborating as the Richmond Regional Planning District Commission – adopt legislative positions on issues of significance to the Region.

The RRPDC's legislative program guides the legislative advocacy during the following year. The RRPDC Board may choose to add to or remove issues from the legislative program throughout the year, as appropriate.

On December 12, 2013, the RRPDC adopted its 2014 RRPDC Legislative Positions (PDF) on significant issues impacting the Richmond Region.

These State Legislative Priorities are the specific actions the RRPDC is asking of the executive and legislative branches of the Commonwealth of Virginia. The RRPDC is prepared to support efforts to accomplish these actions.

Funding Local Government

We OPPOSE legislation and regulations that impose mandates upon local government without providing adequate funding to implement required programs.

We OPPOSE any attempt to eliminate existing local funding sources, such as BPOL and M&T taxes.

We SUPPORT providing counties, cities, and towns with equal taxing authority.

Transportation

We SUPPORT the extension of high-speed rail from Washington, DC to Richmond, including Main Street Station.

Growth Management Tools

We OPPOSE attempts to restrict local government’s authority to regulate local land use through zoning laws and comprehensive planning.

Environment

We SUPPORT the protection and enhancement of Virginia’s natural resources through environmental regulations and programs that are based on well-researched scientific foundations; identify specific, quantifiable goals; and provide adequate funding for implementation.
