Faye O. Prichard has been serving the citizens of Ashland since 2002 when she was first elected to the Ashland Town Council. Concerned with growth issues in the town, she has been an active member and vice president of Citizens For Responsible Growth.
Ms. Prichard earned her Master's degree from Virginia Commonwealth University in Literature and has taught Composition there for approximately 10 years. She is also a licensed respiratory therapist.
W. C. "Billy" Martin (Alternate)
Mr. W. C. "Billy" Martin has worked for the Town of Ashland's police department for over 34 years before retiring in 2000. As police chief, he was a member of many groups and committees, including the Lion's Club, the Virginia Police Chief's Association, Masonic Lodge and the Ashland Town Council.
He graduated from Patrick Henry High School and attended various colleges.

Arthur S. Warren has carried the distinct title of chairman of the Chesterfield Board of Supervisors twice, having first been elected to the Board of Supervisors in 1992. Prior to this, he was a member of the Chesterfield County Planning Commission. Currently, he is chief of Radiological Preparedness for the Commonwealth of Virginia Department of Emergency Services.
With a Bachelor's degree in Political Science and History, he hails from High Point University in North Carolina and from the University of Tennessee, where he obtained a Master's degree in Urban Planning. His Master's degree earned him title of Director of Planning for Crater Planning District Commission and executive director of the Rapidan Planning District Commission in Culpeper.
Mr. Warren is a member of many committees, including the Richmond International Airport Commission and is on the Board of Directors for the Virginia Association of Counties. He has been a member of the Richmond Regional Planning District Commission since 1992, having served as chairman in 1998-99.

George Roarty has been a board member of the Richmond Regional Planning District Commission since 1992. He hails from Marist College in Poughkeepsie, New York, where he received his Bachelor's degree in Economics. He continued his academic goals and earned a Master's degree in City and Regional Planning from Catholic University, in Washington, D.C. He is currently manager of the Chemical Emergency Preparedness Branch at the Virginia Department of Emergency Management, Technological Hazards Division, working to protect people, property and our communities.
Russell J. Gulley was first appointed to the RRPDC board in January 2008, representing the Chesterfield County Planning Commission, which he currently chairs. Mr. Gulley has served on the Planning Commission for the past 17 years, being elected chairman on four separate occasions. He has also served on the board of directors of the Citizens Planning and Education Association of Virginia (formerly the Virginia Citizens Planning Association), representing the Richmond region from January 2005 until January 2008. Mr. Gulley received his undergraduate degree in mathematics and an MBA in finance from the University of North Carolina - Charlotte. He also holds a Masters Certificate in Project Management from George Washington University as well as a Certified Planning Commissioner designation. Mr. Gulley is employed by Phillip Morris-USA as a Project Manager-IT Organization.

Millard D. "Pete" Stith, Jr. has been Deputy County Administrator for Chesterfield County since 1992. He received his Bachelor's degree in Political Science and Public Administration from Norfolk State University and attended law school at the College of William and Mary.
Some of his posts include: Executive Assistant to the County Administrator, Director of Parks and Recreation, Senior Vice president of Jobs for Virginia Graduates, Inc. and State Director of Housing. He was named as one of the "Ten People Making Life Better South of the James" in 1989 by Style Weekly. He served as rector of Virginia State University in 1996-97 and is a participating member of the NAACP.
Malvern R. "Rudy" Butler has served Goochland residents since 1990, when he was first elected to the Goochland Board of Supervisors. He is a member of the Goochland Chamber of Commerce and of various public service committees, including the Virginia Association of Counties.
Educated at Emory & Henry College, he led the College Advertising Program and Sales Department at Brown & Williamson, became a partner in many land and real estate development associations and eventually became president of the Centerville and Atlee Day Care. Mr. Butler was appointed to the Richmond Regional Planning District Commission and the Richmond Area Metropolitan Planning Organization in 1994.

John E. Gordon, Jr. has been a member of the Hanover County Board of Supervisors since 1996. Prior to this, he served on the Hanover County School Board for 14 years. He was appointed to the Richmond Regional Planning District Commission in 2000, serving as chairman in 2005.
Mr. Gordon’s repertoire includes appointments to many committees, including the VSBA Federal Relations Committee and the Governor's School Construction Committee.
He is a recipient of the Randolph-Macon College Youth Leader Proclamation and of the Virginia State College Alumni Certificate of Recognition. Mr. Gordon graduated from Smithdeal-Massey Business College and later received the Deming’s Management Today and Tomorrow Certificate.

Ann M. Cheeley was appointed to the Richmond Regional Planning District Commission as a citizen representative in July 2004. A resident of the Richmond region since 1983 and an active Hanover citizen since 1993, she has been appointed to many task forces, including the Wastewater Treatment Plant Citizen's Advisory Committee and the Biosolids Task Force. She was also the first Hanover Citizens Planning Academy attendee in 1986.
Ms. Cheeley earned a Bachelor of Arts degree from Virginia Commonwealth University with a degree in Communications Arts and Design. She is currently a graphic designer and is president of her firm.
C. Harold Padgett was first appointed to serve on the RRPDC board as Hanover County's Planning Commission representative in January 2008. Holding degrees from The Citadel and the University of South Carolina, Mr. Padgett is a financial consultant with Franklin Financial Center. Prior to his tenure with Franklin Financial, Mr. Padgett was a financial manager with E.I. DuPont in Wilmington, Delaware. Mr. Padgett is a current board member and past president of the Mechanicsville Rotary Club and former board member and past president of the Ashcreek Homeowners Association.
Deborah B. Coats was elected to the Hanover County Board of Supervisors for the Mechanicsville District in 2008 and was appointed to the Richmond Regional Planning District Commission and the Richmond Area Metropolitan Planning Organization that same year.
Ms. Coats has served as President of the Village of Mechanicsville, a community revitalization group, and as a member of the board of the Hanover Business Council of the Greater Richmond Chamber of Commerce. She is currently a Realtor for Signal Hill Realty and has also worked in the engineering departments of VDOT and Dominion Power. Ms. Coats attended J. Sargeant Reynolds where she majored in Small Business Managent.
David A. Kaechele was first elected to the Henrico Board of Supervisors in 1979. During his long tenure of serving his constituents, Mr. Kaechele has had occasion to be a part of many committees and boards. He was appointed by Governor George Allen to serve on the Human Service and Information Referral Board; he has been a member of the National Association of Counties, the Virginia Association of Counties and the Virginia Municipal League, serving on committees; the Richmond Air Quality committee; the Metropolitan Economic Development Council; the Capital Area Training Consortium; the Capital Region Airport Commission and the Regional Task Force on Solid Water Management—all of which he has chaired at one time. He has been a member of the Richmond Regional Planning District Commission Board since 1981.
Mr. Kaechele is a graduate of Michigan State with a degree in Civil Engineering. He is a member of several technical societies, including the American Society of Metals and the Society of Automotive Engineers. He is retired from Reynolds Metals Company as a senior development engineer with the Research and Development division.
Jerilynn Grigsby was first appointed to the Richmond Regional PDC Board in 2006. As a community caregiver, she has had a great deal of involvement in and with civic groups.
After graduating from the Richmond Professional Institute and Lancaster Business College, she became involved in the CPA Wives' Club in 1968, becoming president in 1973. Ms. Grigsby became involved with the Children's Theater of Richmond, was on the Confederate Museum Board and also was enlisted to assist in George Allen's campaign. She later worked in Governor Jim Gilmore's press office.
In addition to this, she was a substitute teacher for the Henrico Public School system.
Of interest, she is currently a member (and past president) of the Tuckahoe Republican Woman's Club and of the Henrico Historical Committee. She is a past member of Historic Richmond and Henrico Preservation Advisory Committee.
Patricia S. O'Bannon, a resident of Henrico County for over 23 years, was first elected to the Henrico Board of Supervisors in 1995. She became a board member of the Richmond Regional Planning District Commission in 1996. Ms. O'Bannon earned a Bachelor of Science degree in Education from Virginia Commonwealth University, a Certificate of Attendance from University of Oxford, England and a Certificate in Fundraising Management from Purdue University. She is a recipient of the "Women in Government Award," awarded by Good Housekeeping Magazine, Rutgers University Center for American Women in Politics, the Council for Excellence in Government and the Ford Foundation.
This former English teacher is also a governor-appointed member of the Local Government Advisory Committee to the Chesapeake Bay Commission and a member of the Board of Trustees for the Henricus Foundation, as well as a member of the Virginia Workforce Investment Council. In addition, Ms. O'Bannon serves on committees for the National Association of Counties, the Virginia Association of Counties and the Virginia Municipal League.
Richard W. "Dick" Glover has served the people of Henrico since 1987, when he was first elected to the Board of Supervisors. He attended Virginia Commonwealth University and J. Sargeant Reynolds Community College, then later became a certified planning commissioner through the VPI Extension program.
During his many years of public service, he has had the opportunity to serve on various committees and boards, including the Capital Region Airport Commission, the Regional Water Resources Task Force, the Henrico County Planning Commission, the Capital Area Training Consortium, the Virginia Municipal League and the Virginia Association of Counties, to name just a few. He was appointed to the Richmond Regional Planning District Commission in 1989 and to the Richmond Area Metropolitan Planning Organization in 1992. He served as chairman of both boards in 1993.
Frank J. Thornton has been a member of the Henrico Board of Supervisors since 1996. His political career includes posts to the Richmond Area Metropolitan Planning Organization; the Henrico County Parks and Recreation Advisory Commission and the Volunteer Rescue Squads, Inc.; VACo's Education Steering Committee and Resolutions Committee; NACo's Human Services and Education Steering Committee and VML's Human Development and Education Policy Committee and Legislative Committee. In addition, he is a member of the Regional Open-Space Preservation Advisory Board, the Henrico County Democratic Committee, the Local Elected Democratic Caucus Advisory Board and the VML Legislative Committee. He has been a member of the Richmond Regional Planning District Commission board since July 2001.
As a graduate of Leadership Metro Richmond (LMR) and former member of the Big Brothers-Big Sisters of Richmond as well as a Past President/Co-founder of the Henrico County Civic League, he demonstrates his far-reaching involvement within the community willingly.
Mr. Thornton, an Assistant Professor of French at Virginia Union University, hails from The Virginia Union University, graduating with a Bachelor's degree in French and from The American University, receiving his Master's degree in 20th Century French.
James B. Donati, Jr. was elected to the Henrico Board of Supervisors in 1992 and was appointed to the Richmond Regional Planning District Commission and the Richmond Area Metropolitan Planning Organization that same year. Mr. Donati was educated at Virginia Commonwealth University and the Electronic Computer Programming Institute.
He is President of Petro Concepts. While serving the people of Henrico, he has been a member of many boards and committees, including the Capital Region Airport Commission, Maymont Foundation, Virginia Municipal League, the National Association of Counties, the Virginia Association of Counties and the Greater Richmond Partnership. Randall R. Silber was first appointed to serve as Henrico County's alternate voting member to the RRPDC in January 2008. Mr. Silber holds undergraduate and advanced degrees in geography and planning from the University of Maryland and the University of Northern Colorado, respectively. In addition to his duties as Henrico's Deputy County Manager for Community Development, Mr. Silber has been acting as the county's liaison over the Economic Development Authority - Henrico County since 1985.
Stran L. Trout was on the New Kent County Planning Commission from 1992 to 1999, serving as chairman in 1994 and 1995. He was elected to the New Kent County Board of Supervisors in January 2004. Mr. Trout was appointed to the Richmond Regional Planning District Commission twice: once in 1992 through 1995 and again in January 2004. He was also appointed to the Richmond Area Metropolitan Planning Organization in January 2004, serving as chairman.
An active member in many organizations, Mr. Trout participates in the 4-H Advisory Committee Task Force, the New Kent County Chamber of Commerce, the New Kent Ruritan Club, of which he is past-president and the Rotary Club, of which he is past director. He has been chairman of the New Kent County Fair as well.
Mr. Trout has the distinction of having received a certificate of commendation in 1998 from the Republican Party of Virginia and has been recognized in Who's Who of Emerging Leaders in America.
A graduate of the University of Richmond, earning a Bachelor's degree in Psychology, he continued his education in Law and pursued a successful career with the U.S. Small Business Administration as District Counsel. Mr. Trout retired in 1995.
Brenda "Sam" Snyder was appointed to the Richmond Regional PDC in July 2006. She serves on the New Kent Planning Commission (chairing the commission in 2006), is a member of the New Kent Democratic Committee, and serves on the Board of Trustees for the Heritage Public Library.
In the past, she served in the Diplomatic Service and the U.S. State Department in The Sudan, Indonesia, Malaysia, Taipei, and Thailand.

Joe Walton grew up in Chesterfield County and has been a resident of Powhatan County since 2003. Joe is serving his first term on the Powhatan County Board of Supervisors and took office on January 1, 2008. Joe was appointed to the RRPDC and the MPO in 2008.
Joe has been active in many non-profit and civic organizations in Powhatan and Richmond. He currently serves on the board of the Powhatan Chamber of Commerce, is vice president of the Firehouse Theatre Project in Richmond, and is the treasurer of the Creative Change Center (C3), which runs the YRichmond program that helps Richmond corporations recruit and retain young talent.
Currently, he is enrolled part-time and nearing completion of a bachelor's degree from VCU with plans for graduate studies in law.
Since 1999 Joe has owned and operated Kappa Networks, an information technology and business consulting service based in Powhatan. With clients throughout the Richmond region, Joe works with enterprise and corporate organizations to maximize and sustain the business benefits of their technology investments.

Robert R. Cosby has been on the Powhatan Board of Supervisors since 1971 having served once before on the Richmond Regional PDC Board in 1972 through 1974.
Mr. Cosby has been a resident of Powhatan since birth; he graduated from Powhatan High School in 1955 and went on to graduate from Virginia Tech in 1959. He is now retired from dairy farming.

William J. Pantele, Secretary
William J. Pantele was elected to the Richmond City Council in 2001. He was appointed to the Richmond Regional Planning District Commission and to the Richmond Area Metropolitan Planning Organization in January 2003 .
Mr. Pantele hails from Hampden-Sydney College, where he earned a B.A. in Political Science and French. He continued his education at the University of Virginia School of Law and now is an attorney with the Law Office of William J. Pantele, LLC as well as an Arbitrator for the New York Stock Exchange and National Association of Security Dealers.
He is active in many organizations, including the Highway Safety Commission and the Regional Taxicab Commission. He is also a member of several City Council Standing Committees, including the Transportation and Technology Committee, the Organizational Development Committee, the Economic Development Committee and the Public Safety Committee.
Beverley C. Lacy was appointed to the Richmond City Planning Commission in 2003 and to the Richmond Regional PDC in 2007. She earned a Bachelor of Science degree in History from Longwood College and continued her education at the University of Richmond, earning a Master's degree in Humanities. Of special interest, she also completed the Virginia Certified Planning Commissioners Program.
Ms. Lacy is currently retired; she worked in education for 16 years and also worked in historic renovation in The Fan district for 10 years. She now volunteers within the community.
Along with her appointment to the Richmond City Planning Commission, she is also Founding Director of the Jenkins Foundation and a board member of the Better Housing Coalition, the Retreat Hospital, and the Memorial Child Guidance Endowment Board (Fan District Association President, 1995).
Ellen F. Robertson was first elected to Richmond City Council in November 2003 and appointed to the Richmond Regional Planning District Commission in February 2005.
On Council, Ms. Robertson chairs the Governmental Operations Committee and is a member of standing committees, including the Land Use and Housing Committee as well as the Organizational Development Committee.
Ms. Robertson is also active on other committees and commissions as well, including the Slave Trail Commission, the Audit Committee, Richmond Metro Convention and Visitors Bureau, and Virginia First Cities. She is a graduate of Virginia Commonwealth University, earning a Bachelor’s degree in addition to an Associate's degree from J. Sargeant Reynolds Community College. She is also an LPN, having received a certificate from the Richmond Technical Center School of Nursing.
Kathy C. Graziano is a retired lobbyist who was first elected to the Richmond City Council in 2004. She was appointed to the Richmond Regional Planning District Commission in February 2005.
Her membership on the City Council's standing committees include the Land Use and Housing Committee, of which she is vice chair, the Organizational Development Committee and the Governmental Operations Committee.
Ms. Graziano participates is many organizations, including the Richmond Ambulance Authority Board, the Electoral Board, the Richmond Grand Jury and the Richmond Personnel Board, to name just a few. She is also a member of other boards and committees, including St. Michael's Episcopal School, Benedictine High School, St. Gertrude High School, St. Joseph's Villa and the Maymont Foundation.
Delores L. McQuinn was elected to the Richmond City Council in a special election held in April 1999. She received her education at Virginia Commonwealth University, Virginia Union University and through the Evan Smith Leadership Program. She is now an associate minister at Mt. Olivet Baptist Church. Reverend McQuinn serves on the Mayor's Advisory Cabinet and on the Board of Directors for Cities-In-School. She is a past vice chair and former member of the Richmond School Board, former member of the Virginia School Board Association Executive Board and past president of R-CAP.
